This paper seeks to broaden the established understanding of digital inclusion. The prizes we are seeking are social and not technological. Digital inclusion work has often focused on the citizen’s access to the Internet as the key to realising the benefits of digital technology – be that government services, entertainment, work and job hunting or cost efficient shopping.
